AB 65 (Aguiar-Curry) – Requires paid maternity leave for pregnant educators and classified professionals. Co-Sponsored with CTA. Paused in the Senate Policy Committees

AB 84 (Muratsuchi) – Implements policy proposals from the Financial Crisis &  Management Assistance Team (FCMAT), the Legislative Analyst Office, and the California State Controller for non-classroom based charter school financial auditing and funding determinations. Paused on the Senate Floor

AB 477 (Muratsuchi) – Increases certificated and classified employee salaries and wages by raising the LCFF base grant. Held in Senate Appropriations Committee

AB 560 (Addis) – Helps special education specialists share the workload in regard to initial assessments of student individual education plans. Signed into law.

AB 832 (Muratsuchi) – CalSHAPE Funding – Extends deadlines for TK-12 schools to apply for earmarked funds to improve air quality. Held by Assembly Utilities & Energy

AB 1053 (Zbur) – Creates transparency and accountability in the adoption of software applications that are required to be used by teachers. Held by Assembly Appropriations Committee

AB 1163 (Elhawary) – Workplace Violence Training – Mandates that workplace violence prevention training for school employees include de-escalation techniques for students with exceptional needs or behavioral health issues, and that it address proper post-incident support for students. Held by Assembly Appropriations Committee

SB 48 (Gonzalez) – Senate Bill (SB) 48 would restrict local educational agencies (LEAs) from cooperating with federal immigration enforcement officers at schoolsites, unless presented with a judicial warrant, providing additional protections for students and families to attend school safely. Signed into law after being amended into AB 49 (Muratsuchi)

SB 502 (Arreguin) – Allows local education agencies to submit lists of district-owned real property to the Department of Housing and Community Development and Department of General Services to determine suitability for development into affordable workforce housing. Held by Senate Appropriations Committee

Council of Classified Employees

AB 374 (Nguyen) – Requires school districts to provide itemized payroll statements to employees. Co-Sponsored with CSEA. Vetoed by Governor Newsom

AB 1247 (Garcia) – Classified Contracting Out Protection Expansion – Requires healthcare and retirement contributions for contracted workers, mandates that they receive the same training and qualifications as direct hires, ensures that training for all classified workers allows for real-time Q&A with a natural person, and requires some trainings to be in person. Held by Assembly Appropriations Committee

SJR 2 (Cortese) – Classified Worker Bill of Rights resolution. Passed into law

Community College Division

AB 537 (Ahrens) – Extends California College Promise to part-time students, though with amendment to have part-time students defined as 9 units or more. Held by Senate Appropriations Committee

AB 1028 (Fong) – Establishes due process protections for part-time faculty with amendments we crafted to clarify that this does not impact reassignment rights. Signed into law

AB 700 (Caloza) – Provides a state funded public loan repayment program. A 2-year bill

AB 713 (Solache) – Opportunity for All. Requires public higher education institutions to allow undocumented students to apply for employment opportunities. A 2-year bill prior

AB 885 (Solache) – Tax to provide UCs with funding for all tuition – Held by Assembly Appropriations Committee 

Other Notable Legislation

AB 340 (Ahrens) – Keeps communications between a union member and a representative of the union confidential (except in criminal investigations). Held by Senate Appropriations Committee

AB 1204 (Alvarez) – Set a floor for COLAs in the state budget at 4% and altered the Local Control Funding Formula to include unhoused students and other changes. A 2-year bill

AB 1348 (Bains) – Requires the Superintendent of Public Instruction to estimate the average daily attendance (ADA) of a local education agency that suffered a loss in ADA due to immigration enforcement activities. Vetoed by Governor Newsom

AB 291 (Gipson) – Creates a teacher apprenticeship program for the state. Held by Senate Appropriations Committee

AB 1233 (Hoover) – Creates a list within the CA School Information Services for classified employees in relation to substantiated claims of egregious misconduct. Held by Assembly Appropriations Committee

AB 1128 (Muratsuchi) – Creates stipends for student teachers to be paid at the Substitute rate during their required student teaching assignment. Paused in Senate Policy Committee

AB 1025 (Pellerin) – Would have allowed parents/guardians to designate a standby caretaker of a minor child in the event of adverse immigration actions, incarceration, physical debilitation, mental incapacity or military service. Held by Assembly Appropriations Committee

AB 1454 (Rivas) – Establishes a voluntary professional development program for certificated and classified staff that teach literacy, with evidence-based reading instruction. Signed into law

AB 715 (Zbur) – Anti discrimination with a focus on anti-semitism. Signed into law

SB 494 (Cortese) – Establishes a right to appeal specified disciplinary actions to a neutral administrative law judge (ALJ) for permanent classified employees of non-merit K-12 and California Community College (CCC) districts. Gutted and Amended in the Senate

SB 790 (Cabaldon) – Eliminates the California Postsecondary Education Commission (CPEC) and instead requires the Governor to designate a state agency, department, or office as the principal state operating and coordinating entity (portal entity) for postsecondary education, with specified duties, including, implementation of an interstate reciprocity agreement (IRA) for the authorization and oversight of distance education. Held by Assembly Appropriations Committee

SB 249 (Umberg) – Moves County boards of education elections to November general election cycles. Held by Assembly Appropriations Committee

SB 226 (Cabaldon)  Allows Board of Governors to independently merge or create an independent district – Paused in Assembly Higher Education Committee

SB 644 (Blakespear) – Provides local contribution limits for school board races. Held by Senate Appropriations Committee

SB 458 (Niello) – Allows the LAO to provide title and summary  – Held by Senate Appropriations Committee
