Universal TK Impact on Current Child Development Programs

Whereas, the first 3 years of a child’s life are the most formative and continue until age 8; and

Whereas, early experiences shape brain development and lifelong learning; and

Whereas, identifying special needs early is critical; and

Whereas, children require adequate services and early intervention; and

Whereas, Universal Transitional Kindergarten (TK) has affected existing child development programs by serving the same age group; and

Whereas, declining enrollment has forced programs to enroll younger children, affecting teacher-child ratios;

Therefore, be it resolved that the CFT supports the development of clear, inclusive guidelines and best practices for class sizes and ratios, including special needs inclusion; and

Be it finally resolved that the CFT advocate for coordination of developmentally appropriate practices, curriculum, and assessment tools across mixed delivery systems serving young children in California.
