End the Student Centered Funding Formula

Resolution

Whereas, student success has been narrowly defined as completion in an unreasonable 2-year time frame;
Whereas, we recognize that Community College students often attend part-time because they have responsibilities to family or work and may be affected by barriers such as language acquisition, health issues, lack of food, housing stability, and/or histories of institutional exclusion;
Whereas, the current success allocation criteria are not an effective measure of student success;
Whereas, the Community College system serves non-traditional students, part-time students, non-degree seeking students, and students seeking to refresh job skills or explore career changes;
Whereas, success may also be defined as English language acquisition, enhanced health, improved parenting skills, personal efficacy, improved employment opportunities, personal enrichment, and a sense of belonging in the community;
Whereas, the enactment of the Student Centered Funding Formula after ending the hold harmless provision will cause drastic funding decreases broadly across the California Community College system;
Therefore, be it resolved, that the CFT take legislative action to end the Student Centered Funding Formula and support a realistic and equitable student-centered funding mechanism for California Community College.
