Of course, we've raised various kinds of taxes at the state level, including the Prop 10 cigarette taxes in 1998, and the Prop 63 millionaire's tax for mental health programs passed in 2004. Still, even though our reputation remains, we've got nothing on Oregon, where no tax has been approved by statewide voters since 1930.

Since a discussion of tax politics begins and ends quickly in the Capitol, let’s try talking economics instead. The Governor’s tax commission did the state the favor of opening the discussion of the economics of taxation, and Schwarzenegger called for “major, radical reform” in his State-of-the-State address. So perhaps an economics discussion will attract some real debate, instead of the “just say no” discussion which applies to all taxes, however rational they may be.

As important as that funding is, the new laws' significance goes much deeper. It signals that the balance of power in education is shifting away from teachers unions and toward parents, where it belongs.
