My Word: Hayward school board needs to use common sense
By Bruce Roberts  Guest commentary  Inside Bay Area
Posted: 03/11/2009 12:01:00 AM PDT
THE HAYWARD school board is not using common sense.
The school board oversees Hayward teachers, who also belong to the California Teachers Association (CTA), a professional educators' association with much experience evaluating school district budgets. In Hayward's case, they regularly find more money than the district admits to. In September, for example, the district projected an $18 million deficit, even though CTA explained to the board that Hayward had, in fact, a $22 million surplus. The board ignored CTA, deciding instead to lay off teachers and increase K-3 class sizes based upon highly questionable information. Apparently they would rather send out teacher pink slips than investigate to see who's right. Sensible? No!

Facing cutbacks of $1 million or more through 2009-10, some of the districts - which include Cabrillo Unified School District in Half Moon Bay, Pacifica School District and La Honda-Pescadero Unified School District - have until March 15 to notify employees of layoffs or reduced hours, which could include the loss of heath insurance.

As state legislators and Gov. Arnold Schwarzenegger wend their way through seemingly endless budget negotiations, with more due to begin in May, it would behoove all of them to read a 2008 book by two Harvard economists called "The Race Between Education and Technology."
If they do, they'll see that authors Claudia Goldin and Lawrence Katz establish a clear link between the number of high school and college graduates produced in any modern society and its economic growth.
Businesses move to areas where the corps of educated workers exceeds the supply of jobs, the economics professors found.
