Members present: Robert Chacanaca, Pat Egan, Tami Ward (by telephone), Rachel Santos (by telephone). Reporter: Pat Egan.
Topics discussed:
- 2012 Convention
- Workshops – possible topics include Anti Bullying, Effective Documenting of Student Discipline Incidents, and On Campus Suspension Curriculum. Request more than one workshop. If only one slot is given anti-bullying is our top choice.
- Table – Request a table to distribute materials to members about safety issues.
- Legislative report
- Anti bullying – AB 9 on Governor’s desk. He will make a decision within two weeks. Discussion about what happens to staff that don’t intervene (bill silent about it) and about whether staff has an obligation to report bullying incidents. Based on Governor’s actions, further legislation on this issue may be needed.
- AB 85 – Stuck in Assembly Appropriations, primarily over community colleges. Dolores stated that, in its present form, the bill is doomed. She suggested that to keep this bill viable, either community colleges need to be eliminated or other community college forms of revenue need to be identified.
- Legislative update – Dolores said that she would email information about bills related to Safe and Nonviolent Schools to each committee member before the February meeting. Also, the committee will recommend positions about bills related to Safe and Nonviolent Schools that do not already have a CFT position.
- Progressive Tax and Safe and Nonviolent School Committee
- The connection we found was that a progressive tax could raise revenues that could restore and augment safety personnel (both school and city) that have been eliminated and/or slashed in the recent years—such as crossing guards, campus supervisors, playground monitors, school resource officers, etc.
- Programs that have been eliminated and/or slashed could be restores and or augmented, such as music, arts, shops, after school tutorials, and after school extracurricular activities
Action taken:
- Elected Robert Chacanaca (Santa Cruz) Chair.
- Authorized up to $500 to purchase anti-bullying materials; specific materials to be researched by Chair and voted on by email prior to the February meeting
- To request $1,000 of a pocket brochure on School Staff’s Rights and Responsibility on Safety & student Discipline issues
- For community college component of AB 85; if they choose not to, then to recommend that the community college components of AB 85 be eliminated.
