Bargaining Update #2

The Unit 17 bargaining team had its second meeting on April 18. The University presented its proposals and responded to those made by the union at the first bargaining session. The University proposed changes in the following articles:

Article 2, Nondiscrimination. Amend the definition of "covered veteran" to include a "recently separated veteran." This is to conform to federal definitions.

Article 9, UC-AFT Rights. Technical changes describing the way lists of unit members are transmitted to the union.

Article 13, University Benefits. The University proposes to completely rewrite this article. We will be scrutinizing it before making any response.

Article 18, Leaves of Absence. Technical changes to define the way Family Care and Medical Leave (FMLA) is calculated, placing it on a calendar year basis. Also broadens the definition of family to include a domestic partner.

Article 21, Holidays. Changes the floating Administrative Holiday to Cesar Chavez Day (Last Friday in March or announced equivalent).

The University proposed to create a new job title of "Substitute Librarian" for Assistant Librarians hired on an hourly basis. [The union will respond to this proposal in future bargaining sessions.]

The University presented a "conceptual" Salary article that rejected our proposal to regain parity (i.e., getting the same percentage range adjustment as Senate faculty). This issue will continue to be discussed in future bargaining sessions.

The University responded to the proposals given by the union at the first bargaining session:

  1. They are still discussing automatic emeritus status.
  2. They are still discussing PI status and asked for additional information regarding specific difficulties or obstacles librarians have encountered when applying for grants.
  3. They will give more consideration to the housing proposal based on a compelling statement made by Greg Careaga questioning the basis for their initial response of no change to the status quo on housing options at the campuses.

The University did not address the issues in their "Miscellaneous" category, but will do so at a future meeting.

These proposals are now all open for discussion and negotiation. The next bargaining session is scheduled to take place May 2.

Greg Careaga is the Media Development Librarian at McHenry Library at UC Santa Cruz. He is a graduate of the University of Washington Graduate School of Library and Information Science and a member of Local 2199.

Lincoln Cushing is the Electronic Outreach Librarian at the Institute of Industrial Relations at UC Berkeley. He comes to Berkeley after a long career in the printing trade and is a graduate of the UCB School of Information Management and Systems and joined Local 1474 soon after being appointed.

Ken Firestein is the Data Services Librarian in the Health Sciences Library at UC Davis. Ken was on the last bargaining team that negotiated the current contract and has been an active member of Local 2023.

Anne Frank is the Southeast Asian Archive librarian at UC Irvine. Anne has been a longtime member of Local 2226.

Miki Goral is a reference librarian in Reference & Instructional Services at the UCLA Research Library and a graduate of the UCLA Library School. She has been on the librarian bargaining teams since collective bargaining began in 1983 and a longtime member of Local 1990.

Eunice Schroeder is the Music Librarian at UC Santa Barbara and a member of Local 2141.

Lise Snyder is a reference librarian in the College Library at UCLA and a graduate of the UCLA Library School. She has been chair of the Librarians Caucus of Local 1990.

Michael Yonezawa is a reference librarian at Rivera Library at UC Riverside. He has worked at UC Irvine and is a graduate of the UCLA Graduate School of Education & Information Studies and is a member of Local 1966.

Sean Brooke is the UC-AFT Executive Director and will be our Labor Expert during the negotiations. He has experience in labor law and has been working with the non-Senate Unit 18 bargaining team since he was hired by UC-AFT last July.
