ARTICLE 21
Effective
July 1, 2003, following ratification, the University shall adjust the NSF 2003
salary scales
to reflect the range adjustments in accordance with the provision in section
B-1 below. All current and newly
appointed NSF shall have their salaries adjusted and be paid from the new
scale. This provision does not
apply to the UCLA Seeds University Elementary School Demonstration Teachers.
B.
Retroactive
payment
NSF who had an
active appointment, in the unit, during the regular 2002-2003 academic year
will be eligible to receive retroactive pay. The amount of retroactive pay provided to each individual
will be calculated based upon the individual NSF¹s within-unit earnings at
her/his campus in accordance with Section B. of this Article.
1.
FY 2000-01. Individuals who had within-unit
earnings will receive an amount equivalent to 2% of their FY 2000-01
within-unit academic year earnings.
NSF with an annualized salary of less than $40K for 2000-01 will receive
an additional amount equivalent to 2% of the FY 2000-01 earnings. NSF with annualized salaries of $40K
but less than $80K will receive an increase of 1%.
2.
FY 2001-02. Individuals who had within-unit
earnings will receive an amount equivalent to 0.5% of their FY 2001-02
within-unit academic year earnings.
3.
FY 2002-03. Individuals who had within-unit
earnings adjusted in B.1., B.2. or B.3. above will have their 2002-03
within-unit earnings for FY 2002-03 adjusted by the same percentages that were
allocated to their academic year earnings in B.1. and B.2., above.
4.
Retroactive payments
will be paid as soon as practicable but in no event later than November 1,
2003.
C.
future Salary adjustments
1.
When this Agreement is
in effect:
a.
NSF
shall receive general range adjustments
in an amount and on the dates consistent with the general range adjustments for
non-represented academic employees.
b.
NSF are eligible to
receive merit increases when they are provided to non-represented academic
employees. Merit increases are provided in accordance with the provisions of
Article 22, Merit Review Process.
2.
When the Agreement is
not in effect, the University agrees that it is required to meet and confer
over the provision of merit and range adjustments covering the period of time
that the contract is not in effect.
D.
Additional salary scale adjustments
2. Effective July 1, 2005,
the University shall increase the minimum of the salary scale for pre-six year NSF to $37, 572, and
the minimum of the salary scale for Continuing Appointees to $41,712.
In
addition to general range adjustments, the UC-AFT acknowledges that the
University may allocate funds to provide non-general range adjustments to
non-represented academic employees.
Such adjustments will not be provided to members of this unit except
through bargaining.
F.
MERIT
INCREASES
1.
For those NSF who
are eligible for merit increases, such increases are based on academic
attainment, experience, and performance, and are not automatic.
2.
The University
retains the sole discretion to decide to grant or not grant a merit increase.
3.
The process for
conducting merit review is outlined in Article 22, Merit Review Process.
G.
SPECIAL
PROVISIONS
1.
Above‑scale annualized salaries may be paid to NSF at
the sole discretion of the University.
2.
Positions and/or titles, in the unit, paid on a
"By Agreement" basis may continue to be paid on a "By
Agreement" basis insofar as the amount paid to each ³By Agreement² NSF is
at or above the minimum of the salary range for her/his position, and general range adjustments are provided pursuant
to C.1. above if the annualized full time equivalent salary for the ³By
Agreement² NSF¹s salary is below the maximum of the salary range.
3.
Positions and/or titles that are or become eligible to
participate in the University's health science compensation plans may
participate in those plans in accordance with the policies and procedures in
effect at the time.
4.
In the event that the University proposes to
restructure the salary scales/schedules for any title(s), in the unit, the
University will provide notice to the UC‑AFT and upon request will meet
and confer prior to implementation.
Decisions related to the amount
and timing of general range adjustments, merit adjustments, and all aspects of
the non-general range adjustment provided to other academic employees are not
grievable. The implementation of
the amount and timing of the general range adjustments is subject to grievance
and arbitration.
